厘清政策话语在社交媒体中的生产过程及其传播现状,是评估新媒体社会责任,进一步优化政策传播的有效方式。本报告考察了微信公众号中“一带一路”政策话语的生产情况,发现“一带一路”政策话语的生产是政务与非政务微信平台共同参与的结果。新媒体介入政策传播过程,丰富了政策传播渠道,但也因其政策传播功能发挥不充分增加了政策信息异化的风险,干扰公众对政策话语的正确认知。因此,新媒体对政策话语的传播需以履行新媒体社会责任为前提,鼓励参与传播的非政府系平台提高自身原创水平和信源权威性,使其与政府系平台一道形成政策传播新媒体矩阵。
<<Sorting out the production process and current situation of the policy discourse in the social media is an effective way to evaluate the social responsibility of the new media and to further optimize the dissemination of the policy.This paper examines the production of the Belt and Road policy discourse in the public address of the WeChat,and finds out that the production of the Belt and Road policy discourse is a result of the participation of the government department and the non-government department.New media that involved in the process of policy communication has enriched the channels of policy communication,but also increased the risk of policy alienation because of inadequate function of its policy dissemination,and interfered with the public awareness of the correct discourse of policy.Therefore,the spread of new media on policy discourse should meet new media social responsibility,encourages the non-government platform to improve its original level and the authority of the source,and form a policy to spread the new media matrix with the government platform.
