媒介技术创新发展对新媒体行业产生持续不断的影响。2017年以来,新媒体履行社会责任面临着新场景:移动社交媒体变革社会责任主体状态、智能技术挑战社会责任实践范式、平台集中趋势影响社会责任力量格局、网络视频直播兴起增加社会责任监管难度等。面对不断变化的新形势,国家治理手段不断调整升级,具体表现为内容监管政策日趋完善、政府监管主体逐渐明确、行政执法能力不断提升。在社会责任的现实履行方面,不同新媒体因主体形态、运营资金来源、用户覆盖范围等存在差异,导致其社会责任的实践面临不同情境,承受不同压力,最终履责水平出现显著分化。
<<The development of media technology innovation creates continuous influence on new media industry to fulfill their social responsibilities.Since 2017 new media has been facing a new scene when fulfilling responsibilities:popularity of mobile social media changes social responsibility subject status,application of intelligent technology challenges social responsibility practice paradigm,platform concentrating trend affecting social responsibility power pattern,and rising of network video broadcast increases difficulty in supervision.Confronting the changing situation,the national governance means constantly adjusts and upgrades,specifically in three aspects:Content supervision policy continuously improves,government supervising subject gradually specifies,government law enforcement capability constantly strengthens.Practically,new media differ in main form,funds,user coverage and so on,and therefore are facing different situations,under different pressure.Eventually different new media show significant differences in their social responsibility levels.
