    长江中游城市群基础设施协同发展报告

    摘要

    基础设施是城市主体设施正常运行的保证,是物质生产与劳动力再生产的重要条件,而基础设施协同发展是推进长江中游城市群一体化的先决条件。本部分内容首先从交通、水利、能源、信息等四个方面分析了长江中游城市群基础设施的发展现状。然后根据基础设施协同发展能力结构的内涵,从交通运输能力、水利基础设施能力、能源保障体系建设能力、信息基础设施能力四个方面构造了长江中游城市群基础设施协同发展的指标体系。利用能力结构关系模型,测度2010~2016年长江中游城市群各城市的各项基础设施发展能力结构,从时空维度揭示不同城市之间基础设施发展能力结构的均衡与匹配程度,在此基础上,辨析不同城市在基础设施协同发展中获益效果的相对变化趋势及时空关联。结果表明:①研究期内,基础设施协同发展指数排在前十的城市为武汉、长沙、南昌、衡阳、襄阳、岳阳、株洲、上饶、湘潭与常德,各城市在长江中游城市群的位次变化不大。②长江中游城市群基础设施协同发展获益度在空间布局上基本上以武汉为核心,沿武汉到长沙、株洲、湘潭的轴线对称分布,武汉与湖南长沙、株洲、湘潭等长株潭城市群的基础设施协同发展获益度优于武汉城市圈内部。③长江中游城市群基础设施协同发展能力结构越强,其可持续发展能力越高,城市之间开展基础设施协同发展的概率越大,相应城市在基础设施协同发展中所获得的收益也越大。④长江中游城市间基础设施的协同发展并不受制于空间的摩擦效应,邻近的空间优势对于基础设施协同发展的促进作用不明显,基础设施发展处于同一量级以及都处于全国交通主干线的城市,其展开基础设施合作时双方的获益度都更大。

    Abstract

    City infrastructure is to ensure the normal operation of the facilities;the coordinated development of infrastructure is a prerequisite to promote the integration of the urban agglomeration in the middle reaches of the Yangtze River.Firstly,this paper analyzes the status quo of the infrastructure of the urban agglomeration in the middle reaches of the Yangtze River from four aspects:transportation,water conservancy,energy and information. Thenaccording to the connotation of infrastructure collaborative development capacity structure,build the urban agglomeration in the middle reaches of the Yangtze River infrastructure collaborative development index system from the transportation,water conservancy facilities,energy security,information facilities development level. Using the ability structure model,measure the infrastructure development ability structure of the urban agglomeration in the middle reaches of the Yangtze River in 2010-2016;reveal the equilibrium and matching degree of infrastructure development capacity among different cities from the dimensions of spatial and temporal.On this basis,analysis of the relative change trend and temporal-spatial correlation of benefit effect of infrastructure collaborative development among different cities. The results show that:(1)During the study period,the infrastructure of collaborative development index ranked in the top ten of the city is Wuhan,Changsha,Nanchang,Hengyang,Xiangyang,Yueyang,Zhuzhou,Shangrao,Xiangtan and Changde,the city in the middle reaches of the Yangtze River city group ranking changes little.(2)Wuhan as the core of the benefit of infrastructure synergy development in the middle reaches of the Yangtze River city group,Symmetrical distribution of axis along Wuhan to Changsha,Zhuzhou and Xiangtan. The benefit degree of infrastructure synergy development between Wuhan and Changsha Zhuzhou Xiangtan Urban Agglomeration is better than that of Wuhan metropolitan area.(3)The ability structure of infrastructure collaborative development is stronger and the higher of the sustainable development ability in the middle reaches of the Yangtze River city group,the greater the probability of collaborative development of infrastructure between cities and the corresponding cities have greater benefits in the collaborative development of infrastructure.(4)The coordinated development of infrastructure between cities in the middle reaches of the Yangtze River city group is not constrained by the friction effect of the space,the proximity of the spatial advantage is not significant in promoting the coordinated development of infrastructure. The city which has the same order of magnitude infrastructure development and in the national trunk line,both sides gain greater degree of benefit from its infrastructure cooperation.
