本研究采用经典“全评价”中的形式、内容与效用评估方法，从政府开放数据利用的深度、广度和影响力3个维度评估全球53个国家的政府开放数据在数字经济中的贡献，并进行排名。排名在前十位的国家依次是美国、英国、乌拉圭、韩国、法国、奥地利、西班牙、挪威、新西兰、澳大利亚。
<<This study uses the form，content，and efficacy evaluation methods in the classic “full evaluation”，three dimensions，including utilization depth，breadth，and influence of OGD，are used to evaluate the contributions of the OGD of 53 countries to the digital economy.Rankings are made accordingly.The 前 10 countries in the ranking are the United States，the United Kingdom，Uruguay，South Korea，France，Austria，Spain，Norway，New Zealand，and Australia.
