欧盟成员国信息化起步较早，数字经济总体发展水平较高，处于全球第一梯队。但欧盟数字经济发展呈现不均衡的特点，且近年来欧盟数字经济发展整体活力不足。为此，欧盟于2015年6月通过“数字化单一市场战略”，并将其作为欧盟的10个政治优先事项之一，作为今后欧盟数字经济发展的关键抓手。
