The county-level broadcasting station is the most basic unit in the Chinese Broadcast and Television System. It is also a major publicity tool of the Communist Party of China and Government to face the masses of the people below the County Level. In recent years，the county-level broadcasting station has sunk into a difficult position because of its financing，equipment，employees，policies and so on，which urgently needs to solve crisis and realize a sustainable development through transformation development and competitiveness improvement.
