In recent years，although the cultural cause of Hubei Province has shown the scale of public culture service，the cultural infrastructure has improved markedly，the innovation promotes the public cultural service，the cultural investment，the cultural cause and the per capita cost of several indicators also maintain a sustained growth. But by comparing the macroscopic contrast between Hubei province and the other provinces of the country and the microcosmic contrast of the cultural inputs in the provinces and cities，there are still many shortcomings in the development of cultural undertakings in Hubei province，lacking the rigid constraint mechanism of continuous growth of cultural investment. The safeguard mechanism of public culture finance investment is imperfect，the cultural cause development history owes more，the Public culture authority and the expense responsibility match the reasonable sharing mechanism still imperfect，the public culture investment responsibility appraisal mechanism is not perfect and so on bottleneck restricts the development of Hubei culture undertaking，Hubei's cultural development urgently needs to break the bureau. Following the basic idea of “completing the short plate，increasing the total amount，opening up the business and strengthening the examination”，Hubei province should focus on establishing the stable growth mechanism of public culture investment；aiming at the imbalance of regional inputs，the application of tilt protection，the positive introduction of social forces，widening the channel of capital investment，optimizing the sharing mechanism of provincial finance and local finance；establishing a perfect public culture investment appraisal and incentive mechanism，increasing the supervision of the investment funds of culture，and improving the efficiency of fund use.
