在“健康中国”的大背景出现之前,深圳市优先提出“健康深圳”概念,为全国各地开展健康事业提供宝贵的经验,深圳经验在健康领域为全国健康事业发挥了先试先行的带头作用。深圳市健康服务需求呈多元化,不同群体需求不一致,其中健康需求的增长与健康产业的发展规模不匹配。而在风险社会中农民工将承担更大的风险。而由于经济条件和文化程度原因,农民工在应对诸如健康风险一类的社会风险过程中缺乏必要的风险抵御能力。因此,从健康后果的角度来看,深圳市农民工将承担着更大的健康风险。这些风险既包括生活环境和工作环境等外源性风险,也包括健康素养低、缺乏健康意识等内生性风险。解决深圳市农民工健康问题的实质是要在制度上消除对农民工的歧视。从制度现状来看,农民工的健康保障和健康管理应该被纳入更广范围、更高水平的制度体系当中。

While migrant workers in risk societies will take greater risks. Due to economic conditions and educational level,migrant workers lack the necessary risk resistance in dealing with social risks such as health risks. Therefore,from the health point of view,Shenzhen migrant workers will bear greater health risks. These risks include both exogenous risks such as the living environment and the working environment,as well as endogenous risks such as low health literacy and lack of health awareness. The essence of solving the health problem of migrant workers in Shenzhen is to eliminate the discrimination against migrant workers in the system. From the status quo of the system,the health and health management of migrant workers should be included in a broader,higher level of the system to go.
