To develop high-quality consumer services and special producer services can not only promote the industry convergence and development，but also improve the international competitiveness of the Yangtze River Economic Belt. By studying the development status of the service industry and key industries，such as financial industry，the report found that the Yangtze River Economic Belt service industry as a whole showed a good momentum of development，however，there was a big gap among the regions. For example，the comprehensive development level of the downstream area is at a leading position. Then，the report analyzed the development level of service industry by K-means clustering analysis. The results show that on the one hand，the comprehensive level of service industry in Shanghai is in a leading position，on the other hand，besides Guizhou Province，the development potential of other provinces and cities is better. By studying the total factor productivity from two aspects of pollution and environmental constraints，the results show that technical efficiency will promote the total factor productivity of the Yangtze River Economic Belt before 2014，however，technical progress begins to take effect after 2014. Through the above research，the report suggests that In order to promote the sustained and healthy development of service industry during the period of “13th Five-Year”，we need to adhere to the concept of innovation and development，coordinated development and open development，and promote the cooperative development，integration，development，agglomeration and innovation of the service sector in the Yangtze River Economic Belt.
