本文分析了全球及区域海平面的上升趋势，阐述了海平面上升对上海社会、经济发展的影响和风险，并在此基础上提出了相应的措施。分析结果显示近30年是全球海平面上升最快的阶段；近5年上海海平面上升明显加速；预计到2100年全球海平面上升最低幅度0。3米，最高上升幅度可能超过1米，极端上升幅度可能超过2米；上海20世纪末相对海平面上升有可能超过1米。
<<Global and regional sea level rise has been analyzed to assess the impacts of sea level rise on the socioeconomic development of Shanghai. This study also provides sea-level rise adaptation suggestions and recommendations for policy makers. Results show that global sea level has been rising since the period of Industrial Revolution，especially in the last three decades；In the last five years，Shanghai experienced significantly sea-level rise；By 2100，global sea level is very likely to rise over 0.3 meters，likely to rise over 1.0 meter. The extreme sea level rise might be over 2.0 meters. By the end of this century，sea level is likely to rise over 1.0 meters in Shanghai.
