This study analyzes preservation of Heluo culture and exploitation of its cultural relics in historical，scientific，artistic，sociocultural，practical and environmental terms. By doing so，it reveals that although Heluo culture enjoys rich resources and high historical value，so far its sociocultural and practical values are inadequately explored. Four factors should be held accountable for it：the absence of a sound legal and policy system，the inadequate funding，the lack of a reasonable human power structure，and the deficiency of a comprehensive assessment mechanism. All the above facts have handicapped the future preservation and exploitation of Heluo culture. To deal with this problem，attention and support from the Luoyang government are the core，a well-established legal system is the safety valve，and efforts to raise the public awareness on this issue are the route.
