Shenzhen，the pioneer of Chinese economic and social reform，has gained significant achievement on volunteer service development since the municipal government enacted the guidelines for developing the “Volunteer Service City”. Drawing upon the extensive review of policy and archive documents of Shenzhen volunteer service practice of the past 28 years，it is found that Shenzhen volunteer service displays a series of characteristics：mass participation，full-range services coverage and institutionalized operated. Meanwhile，Shenzhen volunteer service has gradually developed the 2.0 version of volunteer service city featured by municipal governmental promotion，grassroots' mobilization，professional development，community-based operation and information technology assistance. Now the “Volunteer Service City” is upgrading it to the professional，legalized and international 3.0 version.
