近年来,博物馆领域志愿服务工作经过十余年的积累,正向组织完善与管理规范方向迈近。本文以故宫博物院志愿者建设为依托,结合全国博物馆领域志愿服务数据,重点探讨博物馆志愿服务的组织建设与规范管理等问题。组织建设中,志愿者队伍的建立开始于2000年之后,目前人员规模大多在200人以下,参与服务的包括学生、在职人员和退休人员等,反映了广泛的社会参与性;志愿者招募、培训与管理中,有比较明确的招募需求,均提供必要的专业培训及学习交流活动,也建立了规范的管理制度,实现使用与管理的协调统一;服务内容更从传统讲解向其他业务方向拓展;经费支持与服务保障上,在国家政策引领下,博物馆志愿服务专项经费和保障到位,体现了提倡志愿服务精神的主旨,很好地发挥了博物馆的社会公益性,也促进了社会主义核心价值观建设。
<<In recent years,volunteer service in museums has been approaching to the stage of complete organization and standardized management after a dozen years of experience accumulation. Based on the volunteer management of the Palace Museum and the nationwide data in this regard,the organization and management of volunteer service in China is explored in this paper. In terms of organization,the establishment of volunteer teams started after 2000,the size of which is mostly under 200 people,including students,in-service staff and retirees,reflecting wide social participation. On recruitment,training and management,requirements for volunteers are clearly stated in the recruitment announcement;necessary professional training,learning and exchange activities are provided for them;and standardized management systemshave been established to achieve coordination between employment and management.The scope of service contents has been expanded from simple interpretation to a wider area. In terms of financial support and service guarantee,special funds and support for museum volunteer service have been in place under the guidance of national policy,which indicates the aim of promoting volunteerism,helps play the role of museums in public welfare,and contributes to the building of socialist core values.
