The establishment of China's voluntary service laws and regulations is an important process of institutionalization and maturity of volunteer service.Since the reform and opening up，China's volunteer service institutionalization has achieved remarkable results，Provinces and municipal volunteer service regulations are gradually improving，different areas of volunteer service regulations have been introduced，the administrative power of the various departments of the government is also actively promoting the issuance and implementation of the relevant views and management of voluntary services.Especially in 2016，China's volunteer service institutionalization is made progress in the update.First，the development of volunteer service into the national economic and social development plan；Second，the national legislative work in an orderly manner；Third，local laws and regulations continue to enrich，revised and improved；Fourth，the introduction of administrative power to promote the introduction of voluntary services to further enrich the standardization of volunteer service operation mechanism.The next period，in the volunteer service institutionalization process，but also the need to integrate the party's ruling philosophy into the volunteer service institutional construction of the cause，and further improve the national volunteer service laws and regulations system construction，and based on the national legislation to establish a local characteristics of the voluntary service policy system，but also to strengthen the volunteer service research，the establishment of volunteer service system construction think tank，and promote the institutionalization of volunteer service in China to establish a strategy of “going in” and “going out”.
