改革开放以来,国有企业人事制度改革不断深入,从国有企业劳动、人事、分配制度逐步向建立现代企业制度发展。本文通过梳理国有企业人事制度改革的历史脉络,提出当前深化国有企业人事制度改革主要聚焦在探索混合所有制员工持股、落实董事会职权、市场化选聘经营管理者、企业收入分配差异化改革、推行职业经理人制度等五个方面。
<<Since the implementation of reform and opening policy,the personnel system reform of state-owned enterprises is contentiously deepened. The reform started from the labor,personnel and income distribution systems in stated-owned enterprises,gradually to achieve the goal of building a modern enterprise system. By summarizing the history and development process of personnel system reform of state-owned enterprises,this chapter identifies five focuses in deepening personnel system reform of state-owned enterprises under current situation:exploration of employee stock ownership plans in mixed ownership enterprises; implementation of the duties of board member; marketization of the selection and recruitment of managers; reform of differentiated distribution of enterprise incomes; and the implementation of professional manager system.
