数据资源被喻为“新时代的石油”,我国与“一带一路”沿线国家实现“五通”,打造政治、经济、文化的共同体,都离不开数据资源的共享与开放。政府部门作为各国最大的数据资源拥有者和管理者,其数据开放的程度将直接影响着“一带一路”沿线国家在政治、经济、文化方面的合作效果。本研究对“一带一路”沿线国家政府数据开放在政策规划、实践应用方面做了调查研究,着重分析了韩国、爱沙尼亚、捷克、印度、哈萨克斯坦等国家案例,总结其在政府数据开放方面的经验与不足。同时本研究还对“一带一路”沿线国家在共建共享数据资源方面提出了对策建议,包括将大数据合作纳入“一带一路”倡议双边合作机制,加强跨国共享数据库建设,推出“数据援外”项目,鼓励中国大数据企业“走出去”,加快大数据智库产品开发等。
<<Data resources are views as the oil in the new age.The sharing and exploitation of data resources is critical for China to realize the B&R Iniative.As the largest owner and administrator of data resources,government's attitude towards “open data” has a directly impact on the effects of the political,economic and cultural cooperation of all the B&R countries.this chapter will investigate and analyze the policy planning and practical application about data open in the B&R countries,especially the cases of South Korea,Estonia,Czech,India and Kazakhstan,including their experiences as well as weakness.Meanwhile,some countermeasures and suggestions regarding the joint exploitatation and sharing of data resources among the B&R countrieare proposed in this chapter,including the proposal that suggests incorporating big data cooperation into the bilateral cooperation mechanism of the B&R initiative,enhancing the construction of transnational shared database,promoting the foreign aid projects on big data,encouraging Chinese big data enterprises to expand international business in the B&R countries,and accelerating the development of think-tank products based on big data.
