The social rulesconsciousness is the cognition，identification，respectandbeliefof the members of society to the social rules that formed and formulated by the society，And It’s also a kind of desire inclination to obey the rules. The study of Beijing residents’ character and cultivation of social rules is of great importance to build a civilized，harmonious，orderly，trustful and efficient Beijing. We used questionnaire survey（1489 participants），interview（164 participants）and observation（7 class and 12 observation sites）to investigate the Beijing residents’ character of social rules consciousness and behavior about rules，and some meaningful conclusions are obtained. The study also explored the existing problems and causes in Beijing residents’ social rules consciousness. And finally we put forward some education strategies and suggestions to enhance Beijing residents’ social rules consciousness and promote them to follow the rules.
