In 2016，the protection work of folklore intangible cultural heritage of made progress steadily. Every province carried out the work in order，including recording and preserving，propaganda and exhibition，educationand inheritance. Some scholars provided useful advice for the progress of the protection work. “Community” is a key word in the documents of intangible cultural heritage protection，which emphasizes the importance of the inheritors. The “CommunityEmpowerment” movement in East Asia provides some useful experience for protecting the benefit of community and groups during theprocess of intangible cultural heritage protection. The reconstruction of Waibi village provides a specific reference for us. Theyapply modern management concepts on the exploitation of traditional cultural resources，and they has made great achievement. In short，the folklore intangible cultural heritage protection should pay attention to the reconstruction of the concept of the community and group，treat different parties’ opinions equally，and break theopposition between tradition and modernity，let intangible cultural heritage become a part of modern life.
