在21世纪，少数民族非物质文化遗产对推动少数民族地区社会经济发展起到了至关重要的作用，而保护非物质文化遗产与促进民族文化旅游产业发展成为少数民族地区亟待落实的工作。本文主要对少数民族非遗保护与文化旅游产业发展过程中各要素进行研究分析，以苗绣技艺作为少数民族非遗保护与文化旅游产业发展的主要代表，对生产性保护背景下的苗绣技艺进行相关研究。
<<With the continuous development of tecnology，the intangible cultural heritage of ethnic minorities plays an increasingly important role in promoting the social and economic development of ethnic minority areas. The protection of intangible cultural heritage and the development of cultural tourism industry have become an urgent problem to be solved in ethnic minority areas. Through the analysis of the elements of the development of the intangible cultural heritage of ethnic minorities and the development of cultural tourism industry，this paper，by studying the case of the protection of the embroidery skills and heritage，has carried on the related research according to the theory of productive protection.
