With the further development of the Internet，the Internet class of brain architecture is becoming more and more clear，as the product of city architecture and the combination of the Internet，smart city also has the concept of unclear，the lack of the top design，information island and other issues，with the further development of the Internet. This paper focuses on how to build a smart city through the form of brain-like tissue，and relies on the large social network（city neural network）and the city cloud reflection arc to evaluate smart city construction level（city IQ）.
