The grassroots organization of the Party is the basics of the entire work and fighting force of the party，as well as the ruling foundation of the party.The 18th National Congress of the Communist Party of China （CPC） put forward general requirements of “Strengthening the construction of grassroots service-oriented Party organizations with serving the masses in mass work as the main task”，which pointed out the goal and direction for the construction of grassroots service-oriented Party organizations.Over the past few years，Changyuan County has sought to strengthen the construction of grassroots service party organizations，and emphatically intensified the political functions and service functions of party organizations at all levels.Based on proper orientation and positioning，it has focused on main undertakings and main industry and committed to striving for the benefits of the masses.A variety of methods are adopted including deepening understanding，consolidating foundation，innovating on management and improving the mechanism and so on.As is suggested in the paper，many beneficial explorations have been made in the establishment of grass-roots service party organizations，which have achieved remarkable results.It provides various enlightenments for how to do well in the construction work of the grass-roots service-oriented party organizations in the new situation.
