This paper has simply reviewed the substantial development and remarkable achievements that China has obtained since the 18th CPC National Congress in 2012 and have elaborated the new progress & breakthrough in 2016 in the field of labour and social security from the following four aspects,i.e.,employment and self-employment promotion,social security,labour relation,and corporate wage & income distribution.
Ever since the convening of the 18th CPC National Congress,the people-centered development philosophy has been adhered to labour and social security undertaking.Human resources and social security departments at all levels take initiatives to adapt to the new normal of economic development.
In terms of employment and self-employment promotion:Employment first strategy and a more active employment policy have been thoroughly implemented.The overall employment has witnessed a stable performance,with total employment remaining an on-going increasing tendency.Employment structure has been improved continuously.Employment quality keeps an increasingly improvement trend.The public employment service delivery system covering both urban and rural China has been developed.An integrated management mechanism on human resource market has been further improved.More efforts have been made on targeted vocational training.Occupational capacity building has been further pushed forward.
In terms of social security:The social security system reform has been further promoted.A social security system covering both urban and rural residents has been established in China.With the implementation of universal coverage plan,the factual coverage of social insurance system has been extended constantly.The income and expenditure of social insurance funds can basically keep balance.Social security benefits have been increased gradually and continuously.The capacity of social insurance administration agencies and staff has been constantly improved.Social insurance public services are increasingly and more easily accessible to the target people.
In terms of labour relation:Labour relation has witnessed a harmonious and stable performance as a whole.It has been explored in developing the labour relation coordination and labour disputes mediation & settlement mechanism which are compatible with the socialist market economic system.Labour contract system has been carried out comprehensively.Collective bargaining and collective contract system have been deeply pushed forward.
In terms of corporate wage & income distribution:Reform on corporate wage distribution system has been deepening continuously.Corporate wage determination and regularly increase mechanism have been developed gradually.Minimum wage regularly adjustment mechanism has been universally established across China.
In addition,labour and social security policy & institutional system has been improving constantly.In this paper,the key objectives and main missions of the China's labour and social security undertaking currently and in the near future have been expounded.And analysis has also been made on the opportunities and challenges faced by such undertaking in the same period.Ideas and policy proposals have been put forward on how to further facilitate the development of this undertaking in China.
