国家间,特别是大国间的权力分配与实力对比是影响国际与地区格局演变的决定性因素。在东亚地区,中美双方在实力对比上所发生的此消彼长的变化,在“后危机”时代表现得尤为明显,在重塑地区权力结构的同时,也促使东亚地区出现安全中心与经济中心相分离的二元复合区域格局。这一格局的发展态势,同大国的东亚战略、区域热点问题的走向以及安全与经济领域的合作密不可分。尽管这一格局对区域发展与总体和平稳定具有一定的作用,但不可否认其对东亚区域合作也造成了负面影响。目前,中美双方正在积极致力于构建“中美新型大国关系”,这必将为区域格局的发展演变释放出一系列正面效应,更好地推动东亚区域格局朝着更加有利于和平、发展、合作、共赢的方向发展,这也是区域内各国及相关国际力量共同的责任。
<<The power distribution and comparative strength between countries,especially between big powers,are decisive factors affecting the evolution of international and regional patterns. In East Asia,the changes in the strengths of China and the United States are particularly evident in the “postcrisis” era. While reshaping the regional power structure,these changes have also promoted the emergence of a dualistic regional pattern in East Asia which is featured by the separation of the security center from the economic center. The development trend of this pattern is inseparable from the big powers’East Asian strategies,regional hot issues,and cooperation in security and economy. Although the pattern is playing a role in regional development and overall peace and stability,there is no denying that it also has negative impacts on East Asia regional cooperation. Presently,China and the United States are actively committed to the construction of a new model of China-US relationship,which will release a series of positive effects on the development of the regional pattern,and better promote the pattern to evolve in a direction that is more conducive to peace,development,cooperation,and a win-win situation,a common responsibility of all countries in the region and the relevant international forces.
