The title system is one of the most important management systems in Chinese public service organization. It includes position appointment and qualification evaluation of a professional & technical post. In the planned economy times,authority of the appointment and qualification evaluation of a professional and technician belongs to the government. From 1990s,most public service organizations have the authority to appoint its workers,but government still play important role in the position qualification evaluations,job qualification certifications,and occupational licensing. How to change governmental functions in the title systems is the main topic of this paper.
