In celebrating the 95th anniversary of the founding of the communist party of China，president Xi Jinping clearly put forward that Chinese communist should“adhere to the beginner's mind，never forget to move on”，which means we should adhere to the “four confidence”，namely “road confidence of socialism with Chinese characteristics，theory confidence，system confidence，culture confidence”.He also stressed that “culture confidence is more fundamental，wider and profound than the others”.

In 2016，following the Zhenjiang's cultural history and making the reality of zhenjiang's culture development for reference，we summarize the fruitful results of enhancing cultural confidence and promoting cultural prosperity from following six aspects，that is，modern system of public cultural services，characteristic brand of favorable cultural，literature and art creation，cultural heritage protection，literary construction and cultural industry development.All of this highlights the importance of cultural self-confidence put forward by president Xi Jinping and guides this theory to practice in Zhenjiang.

To better implement the president Xi's speech spirit，this paper further expounds the following four striving direction，namely enhancing the concentration of cultural prosperity，stimulating the vitality of cultural prosperity，strengthening the strength of cultural prosperity and upgrading the ability of cultural prosperity.What's more，we put forward the general requirements，specific goals and practical paths for the next stage to push Zhenjiang's culture construction to a new level.
