After the Anti-Japanese War，Jiangsu was facing the dilemma of relief and rehabilitation. The United Nations Relief and Rehabilitation Administration invested a lot of funds，manpower and materials in the China，National Government established CNRRA docking with the UNRRA，Jiangsu set up Su-Ning Branch to implement the distribution of relief supplies，rehabilitation project，etc. Compared with the importance of the relief work after the Anti-Japanese War，the lack of historical data mining and the singleness of the research methods，lead to the present research is rather inadequate.If mining of oral historical materials，discovering some hidden files from USA，UK，etc，using research methods of Sociology，Management Science，International Relations and so on，the research of relief and rehabilitation in Jiangsu after the war will make a great progress.At the same time，the progress of basic research will provide a useful reference for the development of post-disaster relief and rehabilitation work.
