From the standpoint of the transformation of economic development mode,the author of the paper analyzes the necessity and urgency of strengthening human resources development in China. On this basis,with the practical experience and HR management theory,the paper builds index system and evaluation system on the Comprehensive strength of regional human resources and gives out an empirical comparative analysis of the comprehensive strength of human resources in thirty-one provinces and cities combining the practical experience and HR management theory. The result shows that Beijing,Shanghai,Guangdong,Jiangsu,Zhejiang,Shandong,Tianjin and Liaoning have absolute advantage of the human resources strength by a large lead of index value over other regions,whereas regions including Gansu,Guizhou,Ningxia Hui Autonomous Region,Hainan,Qinghai and Xizang Autonomous Region have less comprehensive strength. As each index value fall bigger,we can see that China has poor balance of the classified indexes among different regions' human resources comprehensive strength of human resources.
