科技人力资源是创新人才的重要载体。一国科技人力资源的总量结构和利用效率,决定着国家科技创新实力和发展潜力。本文从总量与结构两个方面对中国科技人力资源的基本情况进行了深入分析,指出中国已进入科技人力资源红利释放的黄金时期。结合国际经验,就如何解决中国科技人力资源的开发利用中的突出问题提出对策建议。
<<Human resource in science and technology (HRST) is an important carrier for innovating talents.The HRST’s total structure and utilization efficiency would determine national scientific and technological innovation strength and development potential.This paper analysis the basic situation of HRST in China,and pointed that China had entered the golden age of the release of the bonus of HRST.At last,this paper pointed out that some suggestions for solving outstanding problems in Chinese HRST developing.
