In recent years，haze has become a common environmental pollution issue in China during autumn and winter，which has turned into a crucial problem affecting government’s image，residents’ lives and production. Starting from the angle of economic rationality，analyzing the formation and harm of haze，and dilemma of subsistent governances，this essay will discuss the essence of haze issue is the result of rational choice under the development concept of taking GDP as priority by local government，and the consequence of unhealthy consumption from residents. Therefore，transforming government’s development mode and residents’ consumption idea，and also with multilateral efforts，long-term amelioration，and taking the road of sustainable development should be the feasible solution for haze governance.
