Community activities are not only in all aspects of social affairs，but also the core of the community construction and community governance.They are the first steps to drive community development.Under economic sociology perspective，this article makes a comprehensive interpretation of relevant issues in community activities through differentiating the stages of preparation，implementation，operation and continuation，combined with the empirical investigations.We think that first，at thebeginning of community activities，residents，as rational actors，will make a choice in whether and how to participate in activities by the principle of maximizing the effectiveness.Community members come to realize that the significance and effectiveness incentives of community activities can offer preparations for community activities.So that community activities can be launched.Second，during the community activities，different participant contacts and competes，divides and cooperates，and founds the rule of collective action.So these activities can be in a stable way.Third，in the direction of community activities，they are under the constraint of both official and informal sides.The combination of system and action decides the direction of community activities.It is viable to remove the restriction of community activities and ensure that they will last by turning them to the regular path.
