新修订的《民办教育促进法》对民办教育机构实行非营利性和营利性分类管理,是理顺我国民办教育机构创办主体法律属性模糊、合理回报无法律依据又缺乏评估标准、产权归属不明朗、国家扶持政策无可操作性、行政监管体系不健全等长期悬而未决的问题,从源头上解决长期制约我国民办教育事业健康发展的瓶颈,促进我国民办教育事业继续健康发展的法律和制度保障。职业教育作为促进经济社会发展的重要力量,是社会教育事业中举足轻重的一部分。随着全国教育事业的发展,河南民办职业教育也发展到了新的阶段。在我国正式从法律层面明确对民办教育机构按照是否取得办学收益,实施营利性和非营利性分类管理的改革背景下,河南民办职业教育事业在面临良好发展机遇的同时也面临着严峻的挑战,可在职业教育发展社会氛围、配套政策法规、职业教育机构内涵建设以及师资力量等方面探索民办职业教育发展新路径。
<<Classified management private educational institutions according to their nature of non-profitability and profitability serves as the key to resolve the pending issues,such as the fuzzy legal attribute of the founder of private education institutions,lack of legal basis and evaluation standards for reasonable returns,unclear property ownership,inoperable national support policies and unimproved administrative supervision and management,the solution to remove the bottleneck that has long been restricting the sound development of private education and the legal and institutional guarantee for the sustained and healthy development of private education in China.Vocational education,as an integral part of social educational undertaking,is an important force in promoting social and economic development.With the development of education in China,the private vocational education of Henan Province has entered into a new stage.China has clearly stated that the private education institutions should be classified by their profitability or non-profitability.The private vocational education in Henan Province is confronted with sound development opportunities and grave challenges.Therefore,it is suggested to explore the new path for private vocational educational development from the perspectives of the social atmosphere,supporting policy,rules and regulations,construction of the connotation of vocational educational institutions and teacher resources.
