民办教育的产生和发展是改革开放的产物。近年来，河南省各级政府及有关部门加强引导，完善政策措施，优化发展环境，加大扶持力度，促进了民办教育事业的健康发展。但是，应清醒地看到，河南省民办教育经费投入来源结构不尽合理，政府财政投入比重低，学费收入比重大，应加大政府扶持力度，开拓民办教育投融资渠道。
<<The emergence and development of private education is the product of reform and opening-up.In recent years，government of different levels and the relevant departments in Henan province should strengthen guidance，improve policy measures，optimize the development environment，increase support，and promote the healthy development of private education.But，it is worth-noticing that considering the unreasonable investment and source structure of private education funds，low proportion of governmental financial input and higher tuition income，government should strengthen support and expand the financing channels for private education.
