Multi-agent negotiation and cooperationwill be the main patterns ofcommunity governance and local service in the future. Based on the field survey in BeilangdongCommunity of Chaoyang District，the paper outlines the details of cooperation governance amongdifferent agents，and describes the frame works，which include different agents，various service and public mechanism to promote the result of governance. So it will provide the reference for next practice.
