Based on the analysis of accident characteristics，travel characteristics and illegal psychology of traffic weak，this paper puts forward the research methods based on pedestrian accident and two-wheeler accident data.From a technical point of view，most pedestrians and two-wheeled traffic accidents can be controlled from the active safety and passive safety technologies.In addition，this article also profoundly analyzes the safety problems and social problems of electric bicycles.Many cities have restricted the use of electric bicycles for the the reasons，such as “poor security”，“high management cost”，“polluting the environment”，“no energy saving” and “traffic jam” etc..But they can not hinder the development trend of the two-wheeled vehicles，especially electric bicycles.Finally，based on the above analysis，this paper also provides the solution of using the technical method to solve the traffic safety of vulnerable groups.
