It is the urgent issue to answer and solve and the important pass to test courage and wisdom for UDICs to make every effort to carry out transformation，reform and upgrading new kinetic energy，activate the market core competitiveness completely and deepen the upgrading of transformation and reform constantly. It is the time to change from “design” to “construction” for UDICs this year. UDICs need to seize new opportunities，meet new challenges，ran to solve problems and line up sleeves to work hard. We need to push market-oriented transformation and reform as premier Li Keqiang pointed out in his “Government Work Report” this year：“We should move forward resolutely and overcome all obstacles with the courage of warrior”.
