株洲城发集团1999年成立之初,就一直在转型发展之路上探索前进。第一阶段人员改制,至2004年,公司全部人员改制到位,转为企业身份;第二阶段重组,由城市公用事业资产经营公司重组为城市建设投资公司,即城投公司;第三阶段转型,通过资产资源整合重组,组建集团公司。在本次转型中,公司提出了市场化转型定位,之后五年发展战略规划也围绕着市场化转型这个核心。成立至今,株洲城发集团始终坚持以转型发展为龙头,以市场化、企业化运作为要求,深入推进经营体制和建设体制改革,逐步形成了集建设、片区开发、房地产、公共资源、类金融等五大版块为一体的业务结构。文章通过介绍株洲城发集团的转型路径与做法,以及转型中需关注的核心问题,为全国城投转型提供借鉴。
<<ZhuZhou City Construction Development Group Co.,Ltd.(referred to the company ) .Since its establishment in 1999,the company has been exploring the road of transformation and development. In the first stage,the company finished the personnel restructuring from administrative level identity to business identity by 2004.In the second stage,the UDIC was restructured from the city utility asset management company. In the third stage,the company need to set up a group company through the integration and reorganization of assets and resource. In this transformation,the company put forward the positioning of the market transformation,and make a five-year strategic plan concentrating on market-oriented transformation. Since its establishment,the company has always adhered to the transformation and development. With the requirements of market-oriented operation,the company further promote the reform of management system and construction system. Gradually,the company formed the business structure including construction,area development,real estate,public resources and finance. This paper introduces the transformation path and practice of the company,and the core problems in the transformation,so that this paper can provide the experience for UDICs in other areas.
