随着国家对外开放、创新驱动和智慧城市战略的深入实施与推进，中国CBD的政策环境日趋成熟和完善，逐渐向着创新智慧发展、均衡协调发展和科学健康发展转型。本文聚焦经济维度、产业维度、智慧维度、创新维度和开放维度等5个方面，对中国商务区联盟的21个CBD进行量化评估。评价结果显示，2015～2016年，中国CBD的经济增长速度和质量效益仍处于领先地位，产业创新活跃、智慧建设全面提速、多元创新显著、对外开放广度和深度明显提升。未来，CBD应着力加强效率提升、技术创新和制度供给，以保持其在创新、智慧和开放发展方面的核心优势，更好地适应和引领经济发展新常态。
<<Along with the enforcement of opening-up policy，innovation driven strategy and smart city strategy，the policy environment of China's CBD is becoming increasingly mature，CBD is gradually transforming toward innovate，smart，coordinative and healthy.Focused on five aspects of economy，industry，smart，innovation and opening-up，the paper quantitatively evaluates of the 21 CBD.The evaluation results show that，in 2015—2016，the 21 CBDs of Chinese Business District Alliance show great advantages in quality and efficiency of economic growth，as well as active industrial innovation，rapid smart construction，remarkable innovation and opening-up.In the future，to ensure the core advantages in innovation，smart and opening-up，CBDs should focus on efficiency improving，technology innovation and system supply，which is contributed to lead the new normal economic development.
