Along with sustained release of national digital dividend and deeply implementation of innovation-driven strategy，the environment of innovative and smart development of CBD in China is increasingly optimized and perfected，and “innovative drive，smart development” has become a theme of “13^th Five-Year” Plan.This paper indicates that in recent years，driven by new generation of information and technology，CBD in various regions has gained remarkable achievements in aspects of smart facility system，smart application system，smart industry system，innovation platform system construction，etc.，becoming a leader of new smart city construction in China.However，restricted by current system and mechanism and policies，there are many problems and shortages of smart construction of CBD in China in terms of top design，safety protection，effective management，collaborative sharing etc.The innovative and smart development of CBD will present 4 tendencies in future，namely，development conception turns from technology leading to people first，construction pattern from single construction to integrated development，operation from government to multiple open，and regional coordination and cooperation from dispersal construction to innovative union.Aiming at current problems and shortages，this paper proposes that we should promote top design，perfect basic construction，complete service platform，drive collaborative innovation，improve institutional frame work of smart CBD，etc.to comprehensively promote innovative smart development of CBD in China by learning from international experience.
