At present，Guangzhou is in an important period of economic transformation. Economic growth slows down. Industrial restructuring led to the employment pressures and intensified the contradiction of employment structure.Thus，it is particularly important to alleviate the employment problem with the government's employment policy. This paper analyzes the employment literature，employment support，employment training and human resources market services of Guangzhou employment service policy. It finds out that the contradictions still exist. Policy propaganda and human resources market services should be improved. The management of employment is facing difficulties. The report concludes that the orientation of the development of Guangzhou employment services is to build up lifelong vocational training system and accelerate the improvement of employment service system and information technology. Besides，it is also crucial to improve the flexibility of human resources market，encourage governments to buy services and utilize the influence of social organization.
