In the year of 2017，The General Office of People’s government of Henan Province has released the “Opinion of Supporting mass entrepreneurship and innovation base Construction”，within this document it specifically emphasized that government should support the construction of comprehensive service platforms and provide various service to facilitate innovation and entrepreneurship. As the backbone of the mass entrepreneurship and innovation industry，the integrated service platform played an important role in the advancement of the work. The construction of a comprehensive service platform for mass entrepreneurship and innovation bases is in progress and has achieved sporadic results，however there are still problems such as the imperfect of overall construction，the lack of improvement on service mechanism，the needs to strengthen publicity and the level of service. In the future，we must improve the comprehensive construction and the transformation of government function while still public promoting mass entrepreneurship and innovation base. The need to optimize service level is paramount to accelerate the platform construction and ensure the construction work for mass entrepreneurship and innovation.
