Within the wake of Henan’s technological and industrial revolution，science innovation has evolved into the dominant force contributing to economic and social development. Evidence from Domestic and foreign research proved that the basic condition of science innovation are：Agglomeration of innovative elements；Optimization of the institutional environment. This chapter identifies some of the present support structures for the mid-west science and technology construction，namely design of science innovation，independent innovative policy framework，fiscal expenditure security system，the pioneer of technological financial policy system，collaborative innovation system of science and technology and the innovative culture has preliminarily established. The present support structure must be rationalized into a “Three-linkage” scheme which will harmonies its laws and regulations on scientific innovation.
