The integrity of the operating mechanism is a prerequisite and the foundation of a healthy and sustainable development for mass entrepreneurship and innovation demonstration base. At present the mass entrepreneurship and innovation bases in Henan have improved from the following perspective：incubation platform operating management；human resource operation mechanism management；integrated operation management. But there are still problematic areas for instance the model of operation，institutional restrict and so on. Thus，It is the goal of this report to set out the guidelines，principles and the ultimate goals for further improving the operational mechanism for mass entrepreneurship and innovation bases. Furthermore，we require to find out the ways to amend the operating system of mass entrepreneurship and innovation bases in Henan province during the stages of preparation，conducting and complete the project，thus we can improve the overall construction development of these bases.
