During the 28^th meeting of the Central Leading Group for Comprehensively Deepening Reform，it has been emphasized that there is a great necessity to integrate Socialist Core Values with the construction of the rule of law for maintaining the state governance both by law and virtue. The socialist core values play an important role in the rule of law，not only as the spiritual conduction to the state，the government and the society of law，but also as the solid ground for establishing the legal authority，strengthening the conception of law，and forming the belief in the rule of law，from all three perspectives-the state，the society and individuals. In Jiangsu province，however，it has always been an important issue of integrating the governance by virtue with rule of law through the practice of local legislation and legal implementation during the construction of rule of law. Such practice has provided a strong condition for the rapid and vivid development of legal system in Jiangsu. According to the background of the comprehensively deepening reform and the decisive phase of building a moderately prosperous society in an all-round way，it should be a time to promote the integration of socialist core values with legal development more actively in Jiangsu，in order to provide institutional security and spiritual support for building a moderately prosperous society in an all-round way with a high level and constructing “a Stronger，Richer，Fairer and Higher-ranked New Jiangsu”.
