Social governance is an integral part of the state governance system. The Fourth Plenary Session of the 18th CPC Central Committee puts forward the major strategic task of promoting the construction of the rule of law in our society，emphasizing the need to promote multi-level and multi-field government by law and improve the level of social governance. Jiangsu Province actively responds to the call of the State and attaches importance to rule of law construction in Jiangsu. On March 18，2015，Jiangsu Province promulgated the “rule of law in Jiangsu construction index system（Trial）”，in which the rule of law in social governance occupies a pivotal position. Counties and cities in the Jiangsu Province actively implement the plan of “interaction between the government and the masses” and establish multiple mechanism of resolving contradictions and disputes. Also create a public legal service system. The people’s satisfaction with social security has been significantly improved. But democracy at the grassroots level needs to be strengthened，and the relevant social governance concept needs to be changed. This article puts forward some suggestions as to how to enhance grassroots community（village）autonomy and further improve social governance by the law.
