All 13 prefecture-level cities of Jiangsu have obtained local legislative power in 2016，which marks the pattern of local legislation in Jiangsu has entered a new historical stage. It is a major and far-reaching historical issue，that how to further develop the implementing legislation to ensure the implementation of laws and administrative regulations in Jiangsu，and how to expand the pioneering legislation to provide a solid legal basis for Jiangsu’s leading development and scientific development. Taking from the practical experience，Jiangsu’s local legislation has always under the premise of adhering to the party’s leadership，establishing and improving the people led legislation，maintaining the unification of legal system and highlighting the local characteristics of Jiangsu，has focused on the protection and promotion of the effective implementation of national laws，the operable effect of antecedent regulations，and the effective operation of the legislative system and the legislative mechanism，has constantly improved the scientific and democratic level of the local legislation，so that efforts will be made to ensure the integrated development of Jiangsu’s economic and social development and the overall progress of democratic rule of law. From the point of view of countermeasures，Jiangsu local legislation should seek to solve the problem of the legislative departmental interests effectively，and it is necessary to reform the current legislative proposal system and the drafting system of the draft bill，to enhance the dominance and independence of the NPC and its Standing Committee in the deliberation of legislative bill，to expand public participation in legislation and to balance public views and departmental opinions；should lay emphasis on defining the normative objectives of local legislation，refine the contents of laws and regulations，avoid duplication of legislation，at the same time highlight the characteristics and enhance the regulatory feasibility according to actual needs of various localities.
