近年来,江苏各地级市在完善和健全城市管理体制和机制等方面积极探索,在取消经济指标考核、回收行政服务事项、全科政务服务以及权责准入清单等方面已初见成效。同时,在推进改革深化的过程中,江苏各地还面临着顶层设计的缺乏与机制改革的障碍、属地化与部门化的矛盾、条块矛盾与权责失衡、行政化与社区自治的弱化,以及街道办事处功能错位等问题。本文提出如下对策建议:(1)加强街道责权利的均衡配置,建立条块职责清单;(2)成立街道综合执法改革工作领导小组,深化综合执法改革;(3)建立双向考核制度,改进街道工作目标考核;(4)提升购买社会服务的力度与加强社会组织的上层培育;(5)加快社区平台信息的有效整合;(6)建立居委会、业委会和物业“三方联动”机制;(7)提高为民服务专项资金的使用效益。
<<Cities of prefecture level in Jiangsu province explored a lot for better metropolitan governance,such as calling off economic indicators,providing one-stop administrative services,publishing power-responsibility list,and so on. Meanwhile,there are still barriers against deepening reforms,especially lack of top-level design,conflicts within sectors and local governments,and weakened local autonomy. This thesis brings up following suggestions,1)balancing power and responsibilities at sub-district level with a clear responsibility list;2)setting up a leading group focusing on deepening law enforcement reform;3)Improving sub-district performance evaluation;4)improving social service procurement and developing social groups;5)integrating community information platform;6)practicing effective mechanism between residents committee,owners committee,and property management company;7)making residents service fund more efficient.
