Cities of prefecture level in Jiangsu province explored a lot for better metropolitan governance，such as calling off economic indicators，providing one-stop administrative services，publishing power-responsibility list，and so on. Meanwhile，there are still barriers against deepening reforms，especially lack of top-level design，conflicts within sectors and local governments，and weakened local autonomy. This thesis brings up following suggestions，1）balancing power and responsibilities at sub-district level with a clear responsibility list；2）setting up a leading group focusing on deepening law enforcement reform；3）Improving sub-district performance evaluation；4）improving social service procurement and developing social groups；5）integrating community information platform；6）practicing effective mechanism between residents committee，owners committee，and property management company；7）making residents service fund more efficient.
