近两年,江苏在推动教育均衡发展、促进教育公平方面进步很快,但还存在一些难点问题和薄弱环节,其中,统计监测标准与人民满意标准之间存在差距,投入不足导致教育资源供给不足不均,地区、城乡以及学校之间发展不均衡,隐形教育不公平日趋严重等问题尤为突出。为此,建议“十三五”期间,首先必须了解群众心目中的公平标准,并以此完善相关工作目标和监测指标。其次要补欠账、补短板,在至少确保法定教育投入的基础上,将资金向贫困农村和偏远地区的薄弱学校倾斜、向提高教育质量倾斜。再次,要大力发展民办教育,以民办和公办学校的均衡发展来促进高质量的教育公平。同时,对于隐形教育不公平也要给予高度重视并及时消解。
