江苏是全国最早重视养老产业发展并出台支持政策的省份，多年来在制订养老产业规划、优化产业发展环境等方面一直走在全国前列。近两年，全省养老产业发展提速，国资、民营、外资企业纷纷进入，养老模式不断创新。但江苏养老产业仍处于起步阶段，还存在着市场需求不旺、企业赢利困难、发展环境有待完善、产业人才紧缺等诸多问题。为此，建议政府相关部门：一要完善政策，及时应对。重点在认识、政策双到位，事业、产业两分明，用地、融资都顺畅三个方面着力。二要聚焦重点，科学应对。大力发展小型养老机构，解决城区养老“一床难求”问题；建设虚拟医院，破解“医养融合”难题；学历教育和职业培训并重，缓解养老产业的人才瓶颈。三要多方发力，综合应对。经济政策之外，还要从倡导“幸福老年”、弘扬“孝敬文化”、强化权益保障等多方面着力。
<<Jiangsu is the province that first pays attention to the development of industry for elder support，and is keeping in national forefront. Though various capital flows into the industry based on continuous innovation now，it’s still at the starting stage because of the low demand，unprofitable，poor development environment，and urgently-needed personnel. The suggested countermeasures include：treatment in time based on improving policy，scientific response by focusing on key areas，comprehensive response based on works combination.
