城乡一体化是在尊重城乡特色的基础上，将城乡作为整体，统筹规划，促进城乡产业发展互补、生活水平相当，现代文明生活方式由城市向乡村扩散，最终实现城乡融合的过程。本文明确指出江苏已进入城乡一体化发展的新阶段，总结了近年来江苏城乡一体化的进展和成绩，指出江苏要实现城乡融合发展仍面临不少问题。解决这些问题需要发挥政府主导作用、推动城乡经济发展的双向互动、妥善处理城乡空间关系、建立城乡平等的社会制度。
<<The paper has pointed out Jiangsu has entered on a new stage that urban-rural integration development. Then summarizes the progress and achievements of Jiangsu urban-rural integration development in recent years，and pointed out that Jiangsu should realize and resolve some problems in urban-rural integration development. To resolve these problems，we need to develop the leading role of the government，promote the interaction between urban and rural economic development，integrate the urban-rural spatial relations，and establish an equal social system of urban and rural areas.
