农产品安全风险事件的不断涌现引发社会民众对政府的不满情绪,同时也拷问着政府在农产品安全风险治理中的履职情况。为了更好地厘清政府在食品安全风险治理中的行为逻辑,本文以政府职能规范及其行为边界为研究的起点,结合政府规制及相关理论,基于农药施用的视角,对5个典型农业省份的986户农户进行随机抽样调查,并基于实证调查数据,从制度缺失引起的用药依据缺乏、公共服务缺失引起的不规范农药施用行为、监管失职引发的施药失范行为、奖惩机制缺失引起的施药恶性循环4个方面分析了政府在农产品安全风险治理过程中应具备的核心职能,并结合现实场景对政府和社会以及政府和市场间的职能边界进行了界定。
<<The emerging issues of agricultural products security risk had given rise to continue public dissatisfaction,and tortured government functions in agricultural products security risk administration. In order to better clarify the logic of government behavior in food safety risk management,combined with government regulation and related theories,this article took government functions regulation and their behavior borders as the starting point,and conducted a random sample survey of 986 farmers in 5 typical agricultural provinces from the perspective of pesticide application. Based on the empirical survey data,this paper analyzed the core functions that government should have in agricultural products security risk administration from the aspects of pesticide application criteria loss caused by the lack of system deficiencies,non-standard behavior of pesticide application caused by the lack of public services,misbehavior of pesticide application caused by supervision failures,vicious cycle of pesticide rewards caused by the lack of rewards and punishment mechanism. Combined with realistic scenarios,functions range between government and society as well as between governments and markets were defined.
